Inaugural SA Voluntary Assisted Dying Review Board

The inaugural SA Voluntary Assisted Dying Review Board was appointed by the Minister for Health and Wellbeing in September 2022 to oversee voluntary assisted dying (VAD) in South Australia in accordance with the principles outlined in the Voluntary Assisted Dying Act 2021 (the Act).

The eight member Review Board meets monthly and is responsible for the review of functions and powers exercised under the Act.

VAD Review Board Strategic Plan 2025-2027

The Voluntary Assisted Dying (VAD) Review Board Strategic Plan 2025-2027 outlines a mission and five key priorities for sustainable delivery of safe, high quality, compassionate and collaborative VAD services over the coming 3 years.

Mission

Ensuring safe, high quality, compassionate and collaborative voluntary assisted dying services, delivered in accordance with the Voluntary Assisted Dying Act 2021.

Strategic Priorities

Each of the five strategic priorities in the VAD Review Board Strategic Plan 2025 – 2027 is designed to support the delivery of VAD services while minimising risks to both individuals and to the ongoing sustainability of VAD as an end of life choice in South Australia.

Reporting

As part of its statutory role under the Act, the SA Voluntary Assisted Dying Review Board produces quarterly and annual reports on the operation of the Act in South Australia.

Voluntary Assisted Dying Research Subcommittee

The Voluntary Assisted Dying (VAD) Research Subcommittee has been established under the
Voluntary Assisted Dying Review Board to oversee and facilitate research activities related to VAD in
South Australia.

Review Board Members

Associate Professor Melanie Turner – Presiding Member

Associate Professor Melanie Turner – Presiding Member

As the Deputy Chief Psychiatrist in the Office of the Chief Psychiatrist, Associate Professor Melanie Turner works with the OCP teams to ensure high quality mental health care is provided in South Australia health settings including foci on safety and quality, and legislative and policy work. She is the Chair of Medical Board of South Australia and works part time in private psychiatric practice in a multidisciplinary clinic. Associate Professor Turner has had a range of roles on mental health boards, safety and quality committees and has completed her PhD and further post graduate qualifications. Mel also lectures at the University of Adelaide, is an examiner for the Australian Medical Council, and provides teaching to trainee doctors. Mel also completed her Churchill Fellowship in 2024 with a focus on care for people in mental health crisis.

Ms Helen Walker – Deputy Presiding Member

Ms Helen Walker – Deputy Presiding Member

Ms Walker is a specialist palliative care nurse holding post graduate qualifications in palliative care. Her professional interests are firmly based in the development of responsive and efficient health care services for Australians nearing the end of their lives regardless of location, ethnicity, gender or disease. Helen has held several senior Board appointments in Australia and was very proud to have been awarded Life Membership of Palliative Care SA in 2022.

The Hon John Dawkins

The Hon John Dawkins

Mr Dawkins was a member of the SA Legislative Council representing the South Australian Division of the Liberal Party of Australia from 1997 until 2020. He served as an independent MLC, and as President, until March 2022. In 2018, Mr Dawkins was announced as the Premier’s Advocate for Suicide Prevention. He was a member of the Premier’s Council on Suicide Prevention and Chair of that Council until September 2020.

Dr Roger Hunt

Dr Roger Hunt

With more than 40 years of experience as a clinician working in palliative care, Dr Roger Hunt was a founding member of the Daw House Hospice and Director of the Western Adelaide Palliative Care Service. He has been awarded a Doctor of Medicine by published work. He has had extensive involvement in the introduction of voluntary assisted dying laws both interstate and in South Australia and was awarded the Flinders University Convocation Medal (2025) for outstanding leadership in end of life care.

Mr Rainer Jozeps

Mr Rainer Jozeps

Mr Jozeps has extensive Board experience both as Member and Chair and comes to the Review Board as a community representative, underpinned by his volunteer experience as a Lifeline Crisis Counsellor and support person for someone with an advanced neurodegenerative disorder. In addition to management consulting, Mr Jozeps provides wellbeing and pastoral support services for large corporate, government and not-for-profit organisations. He has an accomplished executive career in former roles as CEO at Legacy and the Adelaide Symphony Orchestra.

Mr Greg May

Mr Greg May

Mr Greg May has had an extensive legal career, with 30 years in various roles at the South Australian office of Minter Ellison, including as Chairman, Chief Operating Partner and General Counsel. From 2014 to 2022, he was the State’s first Legal Profession Conduct Commissioner, an independent statutory agency of the Crown that helps to regulate the South Australian legal profession. He is also currently the Independent Chair of the Board of Energy and Water Ombudsman (SA) Ltd, and a Deputy Member of the Parole Board of South Australia.

Ms Helen Stone

Ms Helen Stone

Helen is the State and Territory Manager SA & NT for the Pharmaceutical Society Australia. Her professional interests include palliative care, pharmacist professional services, mental health, leadership, and management. With a strong vision for expanding pharmacist roles, Helen has effectively leveraged the expertise of GP pharmacists, aged care pharmacist pioneers and key research studies to implement funded service delivery programs. In recent projects, she has led teams of pharmacists in innovative pharmacy practice models including in aged care, GP practice, palliative care and dementia support.


Helen is a graduate of the AICD, the SA Governor’s Leadership Foundation program and is a Churchill Fellow whose project explored understanding of the role the Palliative Care Pharmacist in Aged Care and in the community as part of an interdisciplinary care team. Helen is a member of the Palliative Care Australia National Expert Advisory Panel.

Ms Jane Mussared

Ms Jane Mussared joined the Maggie Beer Foundation as its Chief Executive Officer in July 2024 from an advisory role to the Federal Minister for Health and Aged Care. She had previously been Chief Executive of COTA SA and an operations executive of a for-purpose aged care provider. Jane is currently a member of the Voluntary Assisted Dying Review Board, Social Workers Registration Board of SA and the SA Council of Social Service Board. Jane has a master’s degree in social work from the University of Michigan.
