Budget Process Guideline

The Budget Process Guideline (PDF 541KB) supports the Budget Management Policy and has been developed to assist with budget construction with the intent to establish a fiscal strategy that achieves service delivery objectives within the total budget allocation for SA Health.
Applicability
This guideline applies to all employees and contractors of SA Health; that is all employees and contractors of the Department for Health and Wellbeing (DHW), Local Health Networks (LHNs) including Statewide services aligned with those Networks and SA Ambulance Service (SAAS).
Specifically, this guideline applies to all employees and contracted staff who are involved in the budget process including the initial budget load and budget variations.
Out of scope
The Funding and Commission Activity section of the Service Agreement between DHW and LHNs (Service Agreement) provides the budget allocation, methodologies and decisions for LHNs, and therefore is out of scope for this guideline.
The process to identify, request, adjust and approve budget variations (BVs) are also outside the scope of this guideline.
