Overseas Travel Policy

The Overseas Travel Policy (PDF 435KB) provides the mandatory requirements to ensure overseas travel for official business purposes undertaken by employees and non-employees, funded or partially funded by government, meets all legislative, regulatory and reporting requirements in accordance with the Commissioner’s Determination 3.2: Employment Conditions – Remuneration – Allowances and Reimbursements, DPC Circular 040 – Air Travel, DPC Circular 035 – Proactive Disclosure of Regularly Requested Information and the Code of Ethics for the South Australian Public Sector.
In accordance with the Commissioner’s Determination 3.2, this policy covers three categories of government funding for overseas official business travel:
- Full payment of salary, fares, and necessary living expenses
- Partial payment which may include all or part of salary and/or fares and/or necessary living expenses, and
- Payment of employee’s salary only.
Applicability
This Policy applies to all employees and contracted staff of SA Health; that is all employees and contracted staff of the Department for Health and Wellbeing (DHW), Local Health Networks (LHNs) including state-wide services aligned with those Networks and SA Ambulance Service (SAAS).
Out of scope for this policy is: Overseas travel as part of an Australian Medical Assistance Team (AUSMAT) deployment. Instead travellers must comply with the AUSMAT notification and authorisation process for an international incident, and as part of the Premier’s Nursing and Midwifery Scholarships program.
Medical Officers undertaking overseas travel for professional development (excluding travel for business purposes or where travel is funded by Special Purpose Funds) need only comply with the requirements in Appendix 5: Medical Officers Undertaking Professional Development Mandatory Instruction, to the extent to which it is consistent with their relevant enterprise bargaining agreement.
Allied and Scientific Health Professionals undertaking overseas travel for professional development need only comply with the requirements in Appendix 6: Allied and Scientific Health Professionals Undertaking Professional Development.
