Private health facilities - timeframes for processing license and building applications
Applicants are advised to consider these timeframes during their planning process. These timeframes are indicative only and will vary depending on the number of applications received at any one time and the size and scope of any proposed new/altered facilities.
1. Acknowledgement of application
The application will be checked and an acknowledgement email will be provided within two weeks of receipt of a complete application from a private health facility.
Depending on the comprehensiveness of the application, the applicant may be required to provide further documentation or information that was omitted or incorrectly completed.
The application review cannot proceed until a complete application has been received.
2. Assessment of application and architectural plans
The application, associated documents and architectural plans (scale 1:100) will be reviewed against the relevant standards and/or guidelines. This will involve consultation with other SA Health branches or other government entities, where applicable.
A minimum of two months is required for the completion of this stage. This timeframe is based on a complete application being submitted by the applicant.
SA Health will issue a written report providing feedback on your application. Depending on the outcome of the report, the applicant may be required to undertake remedial actions before the application can be approved.
When all remedial actions have been satisfactorily addressed, approval to proceed in accordance with the application submitted will be provided in writing. If any further significant changes are made to the plans, the applicant must forward any amended plans for assessment and approval.
Building works cannot commence until approval has been provided.
3. Physical site inspection
This applies to new licence applications and alteration/extension applications.
Upon completion of the building works and following commissioning, SA Health will undertake a site inspection in accordance with section 88 of the Health Care Act 2008 to ensure that the facility has been built in accordance with the approved plans and that it complies with the conditions of all relevant legislation.
Facilities should refer to SA Health’s Private Health Facility Inspection and Evaluation Checklist for South Australia (PDF 180KB) to familarise themselves with the inspection requirements.
This inspection will only occur after the facility has been finished and handed over to the applicant (commissioned). All furniture, fixtures and equipment must be in place for the inspection.
Facilities should ensure that evidence of test results (e.g. air sampling, water quality) and emergency procedures for deteriorating clients are available. SA Health may ask further questions to clarify work processes and procedures.
The applicant must notify SA Health when they are ready for the physical inspection stage. An inspection cannot occur until all furniture, fixtures and equipment are in place.
A minimum of four weeks’ advance notice is required to allow for a physical site inspection to be arranged.
The site can only become operational once approval has been provided.
4. Application approval
Depending on the outcome of the inspection, the applicant may be required to undertake remedial actions before the alteration/extension of license can be approved or the new licence issued.
Following a satisfactory inspection, including the submission of all test results, currently licensed facilities must allow a minimum of three weeks from the inspection date for the approval of an alteration/extension application. This application requires written approval from the Minister for Health and Wellbeing’s delegate.
The facility cannot utilise the new space until the approval has been provided.

SA Health will provide a licence to new premises within five weeks upon completion of all required remedial actions.
The facility cannot provide services until they have received the licence.
