Review of Mental Health Governance in South Australia

The South Australian Government has released the Final Response to the Report into the Mental Health Governance in South Australia.

In September 2018, the State Government engaged an independent consultant – Aspex Consulting – to review the governance of mental health services across the state.

The purpose of the review was to ensure the most effective governance and safeguards are in place to deliver the highest quality mental health services for all South Australians.

The recommendations include changes to the structure and reporting lines within the Office of the Chief Psychiatrist and Mental Health Strategy Unit in the Department for Health and Wellbeing.

The report also recommended minimising duplication and addressing gaps and similarities across statutory bodies, including the role of the SA Mental Health Commission.

The Government is committed to making changes to improve mental health services in South Australia and broadly accepts the five recommendations contained in the Report.

The SA Mental Health Commission will be expanded to include Commissioners with lived experience; a full-time Commissioner and two part-time Deputy Commissioners. Key selection criteria will include lived experience of mental health as either a consumer of services or carer.

The Commission will be retained with an increased focus on engagement with consumers and carers. The current health promotion, preventative and administrative resources of the Commission will be transferred into Wellbeing SA.

The Commission will have a stronger focus on bringing the voices of people with lived experience and the wider community to mental health strategy, policy and service improvement.

Further consultation will occur as the shape of both Wellbeing SA and the Mental Health Commission is finalised over the next year.
