Foreword from the Presiding Member (Voluntary Assisted Dying Review Board Annual Report 2024-25)

To the South Australian Community

I am pleased to present the third Annual Report on the operation of voluntary assisted dying in South Australia. This report provides an overview of the system’s performance and reflects the Board’s ongoing commitment to ensuring that the Voluntary Assisted Dying Act 2021 (the Act) is implemented with integrity, transparency, and accountability.

One of the Voluntary Assisted Dying Review Board’s (Review Board) primary roles is to monitor compliance with the Act. The Review Board undertakes a review of all completed cases to ensure that all legislative requirements have been met and that the process remains safe, lawful, and consistent with the principles of voluntary assisted dying. This rigorous oversight is essential to maintaining public confidence in voluntary assisted dying and safeguarding the rights of those who choose this pathway.

Released in early 2025, the Review Board’s Strategic Plan 2025–2027 sets out our vision for a safe, high-quality, and sustainable voluntary assisted dying system. It identifies five strategic priorities that will guide our work over the next three years:

  1. A sustainable voluntary assisted dying workforce
  2. Public awareness and understanding of voluntary assisted dying
  3. Access to voluntary assisted dying
  4. Continuous improvement of the voluntary assisted dying system
  5. Research on voluntary assisted dying

These priorities reflect our commitment to a strong and responsive system that improves in response to evidence and meets the needs and expectations of the South Australian community.

In our third year of operation, the Review Board is also mindful of preparing for the legislated five-year review of operation of the Act. This review will provide an important opportunity to assess the current state, identify areas for improvement, and ensure that the system remains compassionate, effective and sustainable. The Review Board will contribute its insights and experience to this process, informed by the data and evidence we have gathered since the commencement of the Act.

On behalf of the Review Board, I extend our deepest condolences to the families and loved ones of those who have died through voluntary assisted dying. We acknowledge those who have chosen this pathway and the profound significance of their decision. We also recognise the grief experienced by families and friends and remain committed to supporting a system that is compassionate and respectful.

The members of the Review Board once again express their heartfelt gratitude to the doctors, clinicians and staff involved in providing voluntary assisted dying services across South Australia. Your dedication, expertise, and compassion are essential to this work. The feedback received from patients and families consistently highlights the exceptional care you provide, reflecting not only your professional commitment but also your deep respect for patient autonomy and dignity. We recognise the challenges you face and thank you for your tireless efforts and the meaningful difference you make in the lives of those you serve.
