This annual report will be presented to Parliament to meet the statutory reporting 
requirements of the Public Sector Act 2009, the Public Finance and Audit Act 1987 
and the Health Care Act 2008 and the requirements of Premier and Cabinet Circular 
PC013 Annual Reporting. 
This report is verified to be accurate for the purposes of annual reporting to the 
Parliament of South Australia.

From the Presiding Member 

The year of 2019-20 has certainly been an interesting year with the Coronavirus 
causing us to disband meetings for a short period. We returned back to face to face 
meetings in June.  

Yorke Peninsula Health Advisory Council (YPHAC) continue to research different 
ways that we are able to improve community engagement. We continue with our 
Facebook page and local newsletter, but decided against a web page.  

We welcomed a new Executive Officer/Director of Nursing (EO/DON) to Maitland 
Hospital, Susan Jackson, who has fresh ideas and great outlook. Although Susan 
has only been here for six months, she has made a great impression.  

We continue to respond to issues and concerns raised by the community, including 
the need for a fully qualified Stomal Therapy Nurse located on the Yorke Peninsula. 
It has been identified that the need for this service is increasing, and this is 
supported by the three colorectal surgeons who work at the Wallaroo and Yorketown 
Hospitals.  

To support the cost associated with the training required for this roe, we have 
received a grant of $5000 from the Stoma Association and we are looking for support 
for remaining amount of $7000 from SA Health. At the present time, the YPHAC are 
investigating other options, such as grants or support from local service clubs.  

YPHAC has supported the following improvements: 

Southern Yorke Peninsula (Yorketown) Hospital:  
  Stone work repairs to the building. 
  Roof and gutter repairs.  
  Two new beds.  
  One Bariatric bed.  

 
Central Yorke Peninsula (Maitland) Hospital:  

  Fencing at one of Hospital houses.  
  Electric operating recliner chairs for the aged care facility.  
  Upgrade of healing garden area.  
  Replacement chairs in dining room, Chappell Wing  
  Pressure relieving mattress, Chappell Wing.  
  Window tinting in the lounge and kitchen areas, Chappell Wing.  
  Removal of old pergola and replacement with new Pergola.  
  Shade blinds for new pergola.  
  Ceiling fans, Chappell Wing  
  Lighting and power points, Chappell wing  
  Replacement of irrigation and planting of new shrubs and trees at the front of 

the Hospital.

In conclusion I wish to thank the staff at all facilities for their support throughout the 
year.  EO/DON Sharon, Sue and Amanda and the members of YPHAC committee 
who have all provided great support.

Our Purpose The Health Advisory Council was established by the then Minister for Health and Ageing to undertake an advocacy role on 
behalf of the community and to provide advice in relation to 
health matters, amongst other functions.

The Health Advisory Council undertakes an advocacy role on 
behalf of the community. 
 

Our organisational structure 

Membership of the Health Advisory Council can include: 

  Up to eight community members 
  One Local Government nominee 
  One local Member of Parliament, or their nominee 
  Up to two Medical Practitioner members 
  One employee representative from the Central Yorke Peninsula Hospital 

(Maitland), or, the Southern Yorke Peninsula Hospital (Yorketown) or 
Melaleuca Court Residential Aged Care facility.

Changes to the agency  

During 2019-20 there were the following changes to the agency s structure and 
objectives as a result of internal reviews or machinery of government changes. 

   Country Health SA Local Health Network was dissolved on 30 June 2019. 

  As a result of governance reform, YNLHN became a legal entity on 1 July 
2019, governed by a Board of Directors

Health Advisory Councils have specific functions and powers as defined in the 
Health Care Act 2008 and the Constitution (for incorporated Health Advisory

Health Advisory Councils are instrumentalities of the Crown and subject to relevant 
Department of Treasury and Finance Treasurers Instructions. 
The Constitutions / Rules identify the actions to be undertaken in the event of a
