Evolution of the Health in All Policies approach

The Health in All Policies approach in South Australia has evolved since its inception in 2007 until 2016. Longevity of the approach as well as how it has adapted within a dynamic political environment demonstrates its quality and success.

There have been five phases to the work of Health in All Policies in South Australia between 2007 and 2016:

  1. Prove concept and practice emerges (2007-2008)
  2. Establish and apply methodology (2008-2009)
  3. Consolidate and grow (2009-2013)
  4. Adapt and review (2014)
  5. Strengthen and systematise (2015-2016)

The original model used in the South Australian Health in All Policies approach, and the model which has underpinned the program for the longest period, is ‘Health Lens Analysis’. This was used throughout the first three phases of the Health in All Policies work. See ‘The South Australian Model of Health in All Policies’ webpage for more information on Health Lens Analysis

The Public Health Act 2011 came into force in 2013 and along with other changes to the policy environment the South Australian Health in All Policies model needed to adapt to remain relevant. While the Health in All Policies team is constantly reflecting upon their work to identify opportunities for development and refinement, the model which evolved from 2013 remains to be the basis of the Health in All Policies approach used in South Australia today.

In this current model, each of the five activities (engage, gather evidence, generate, navigate and evaluate) remain from the original model. See the Health Lens Analysis Projects page for more information about these five elements). However, unlike the earlier Health in All Policies model where these five activities were applied in Health Lens Analysis, in the latest model the five activities can be applied to many different ways of working.

We are currently working on a graphical representation of the new model which will be posted on this page when it is finalised. We are also writing a more detailed paper describing the evolution across the five phases listed above, which will be posted on this page when it is finalised.

A key feature of the South Australian Health in All Policies approach has always been a robust governance structure. Please visit the ‘Governance of Health in All Policies’ webpage for how the governance arrangements for South Australia’s Health in All Policies approach have evolved over time.
