Evolution of the Health in All Policies approach

The Health in All Policies approach in South Australia has evolved since its inception in 2007 until 2016. Longevity of the approach as well as how it has adapted within a dynamic political environment demonstrates its quality and success. Phases

There have been five phases to the work of Health in All Policies in South Australia between 2007 and 2016:

  1. Prove concept and practice emerges (2007-2008)
  2. Establish and apply methodology (2008-2009)
  3. Consolidate and grow (2009-2013)
  4. Adapt and review (2014)
  5. Strengthen and systematise (2015-2016)

Original HiAP model

The original model used in the South Australian Health in All Policies approach, and the model which has underpinned the program for the longest period, is ‘Health Lens Analysis’. Current HiAP model

The Public Health Act 2011 came into force in 2013 and along with other changes to the policy environment the South Australian Health in All Policies model needed to adapt to remain relevant. While the Health in All Policies team is constantly reflecting upon their work to identify opportunities for development and refinement, the model which evolved from 2013 remains to be the basis of the Health in All Policies approach used in South Australia today.

In this current model (PDF 180KB), each of the five activities (engage, gather evidence, generate, navigate and evaluate) remain from the original model. However, unlike the earlier Health in All Policies model where these five activities were applied in Health Lens Analysis, in the latest model the five activities can be applied to many different ways of working.
