Commonwealth Home Support Program changes
Country Health SA Local Health Network will be making some changes to the way in which our range of in home and community based support programs are funded from 13 August 2016.
In July 2015, the Australian Government introduced some changes to the way they fund government and non-government providers, such as Country Health SA Local Health Network, who deliver services to consumers in their own home or community. The Commonwealth Home Support Program was developed as part of those changes. At that time, we did not make any adjustments to our services or consumer contribution rates.
To support Country Health SA Local Health Network to continue to offer high quality care and support, from 13 August 2016, we are implementing changes that may affect some consumers receiving services through the Home Support Program and the Home and Community Care Program. For the first time since the program began, outside of annual indexation, consumer contribution rates will be amended and are in line with other Service Providers across Australia.
Consumer Contribution Rates
Home Support Program
A number of consumers may observe a change to their consumer contributions on the invoice received on or around 23 September 2016 for home support services received after 13 August, 2016.
Home and Community Care Program
A number of consumers may observe a change to their consumer contributions on the invoice received, for home support services received after 13 August, 2016.
Maximum Payment Cap
Country Health SA has traditionally offered a maximum payment cap on consumer contributions over a 28 day period.
This provision ensures that those consumers who need several services in a 28 day period can be sure of the maximum amount they will be asked to contribute towards the delivery of services that fall within the capped arrangements.
A financial hardship provision remains in place for those experiencing financial difficulty and more detail can be obtained from your local home support service team.
No changes are being made to the Country Health SA Local Health Network Home Support Programs themselves, to staffing or to the quality or range of services being provided.You will continue to receive the same high standard of care and support as you do at present.
Country Health SA Local Health Network is one of the largest providers of home and community support programs in South Australia. In 2015 we delivered over 380,000 aged care support services to consumers across all of country South Australia. Designing and delivering sustainable community aged care services is a key priority, and these adjustments will ensure our programs can be delivered in a way that can meet the needs of the community well into the future.
