Clinical Service Commissioning
The commissioning of clinical services is the process of arranging continuously improving services that deliver the best possible quality and outcomes for patients, meet population health needs and reduce inequalities within the resources available.
The process provides greater specificity in contracting arrangements with Local Health Networks (LHNs) improving capacity to monitor outcomes and intervene early where remedial action is required.
Clinical Commissioning has been developed in recent years and is now well established internationally as the process utilised by Health authorities to align funding allocations with the evolving health needs of the community and to set and monitor performance expectations.
Clinical Commissioning is an iterative and collaborative process which can be defined as:
- assessing population health needs and determining desired outcomes
- setting priorities
- determining how the desired outcomes can be achieved, designing appropriate service provision
- identifying and allocating resources, maximising the value of existing service provision
- monitoring and quality assuring implementation and service delivery
- evaluating impact and learning from the process
The Clinical Commissioning Framework (PDF 518KB) describes SA Health’s approach to the commissioning of clinical services and provides SA Health and other service providers with an agreed structure of how health services will be strategically planned, commissioned and procured.
Clinical Commissioning Intentions
The Clinical Commissioning Intentions document (PDF 241KB) outlines the Clinical Commissioning intentions for the next four years (July 2013 - June 2017). The document outlines the principles that will guide the Commissioning processes and the implementation of projects identified as part of the annual Commissioning Plan.
